Capital One - charge offs

I opened three accounts with Capital One in 1996 after a BK. One was secured and two unsecured. Everything was going great until statements stopped coming to my house. (May 1997) We complained to Cap One numerous times and requested copies of missed statements. They
never arrived. We sent payments without statements in
white envelopes. Since we never knew when payments
were do we were charged late fees and over the limit
fees. We questioned the over the limit fees but since
statements were not received we could not tell what had
been charged and if the charges were made by us.We had
no valid way of disputing the charges without reviewing
our statement. They charged-off the three accounts in
1998. We wrote to Capital One numerous times to resolve the accounts. No response. (certifed mail) Now they are sending us approved credit cards if we add the old balances (which are 5 times the limit on the cards) to the new cards. Any advice?
