They can't :) The utility gets your SSN and employment info when you call up to initiate service. People use other people's info all the time to open accounts because they already have had service cut off - they tend to spot it if they try to get the service turned back on at the same address, but if it is a different address, they don't. Often, if a deposit is required, and the person sends in a check, that would probaly serve as validation, but I doubt they have that info available to a collectionagency.
