Before you can get a card with them, you will have to pay them - otherwise they keep you blacklisted. If you ever discharge an AmEx debt in BK, you wont ever get a card until you repay them... once they are paid, they tend to forget everything -- otherwise, you shall remain on their blacklist forever and will never get an AmEx card.
