You don't mention how old this debt is? When was it charged off? Gulf State is one of the sleaziest CA's there is - and almost impossible to get off your credit report - and they are notorious for violating federal credit regulations (they are owned by OSI who also owns Perimeter & Account Portfolio Services). I doubt Providian would settle with you at this late date since they have sold the account to CA's who in turn sold it to Gulf State. Your first step would be to request in writing by certified mail, return receipt that they "validate" the debt which they must do in 30 days.
