I applied for a merchant account with Cardservice Virginia back in September '01 and was told by the sales rep that it would cost me "$899.00 Total" to obtain a merchant account as well as a shopping cart for my website. He overnighted my application which was filled out by him and just needed for me to complete some sections and sign, as well as to mail the completed application with the check for $899.00 A few days after mailing the above, the sales person called me and said that there were some additional monthly fees which he didn't know existed ($17/mo and $5/mo for shopping cart and virtual pointlink, etc.) He said he would fax me a letter in which i had to sign to agree to these charges in order to complete my application. i said to him i was not interested in getting the merchant account because the "deal" he originally described now seemed not a good deal after all. he said he would cancel the application and refund my money. When i got the check i noticed that they had charged me $75.00 application fee. I called and try to have it waived since it was the sales rep's fault for not fully disclosing all the charges but they refused to give me the refund. i've tried repeatedly to get this money back and they are not willing to do it. Can anyone advice on what i should do next? perhaps contacting a government agency to file a complaint, but which one regulates this type of business? I'm in los angeles and the company is in Virginia. I would appreciate your suggestions! thank you,
