Well, they are operating in your state, so you can file a complaint there. I believe that they are not a regulated industry like insurance or banking - just another business. File your complaint with the BBB, for sure.

Other than that, you are in business, so I'm not sure that consumer resources (such as AG) apply. You can always call and ask.

Perhaps sue them in small claims court. If you paid with a credit card, dispute the charge.
(that is why I always pay with a credit card)

Maybe someone else has a better suggestion.
