Collection Agency Credit Report Inquiries

If a debt is so old that it is no longer reportable on a credit report and is no longer legally collectable because the statues of limitations have expired in all 50 states, can a collection agency STILL make an inquiry into your credit record? The infamous CAMCO is bothering me about a very old account and has left its mark in the inquiry section (so that it is viewable by other creditors, such as a mortgage lenders) of two different credit reporting agency files.
