What does this mean?

I applyed for a secure card from Capital One so that I could gain some positive credit. I got a letter saying "Lack of Available Credit Information". I know I have a lot of bad stuff on there, a bankruptcy (due to come off 10/03), some collections, and some late pays but I also have some good stuff on there too, IE: ON time car payments, okay, maybe just one. My point though is that I have a lot of credit history, it is just not good so what does the above statement from them mean? I don't see how I could hinder them since I have to put my own money in to secure it. Thanks.
