If its just $56.00 and you are not troubled by the principle of paying out money you may not owe, then contact the CA. There is a really great sample letter at creditinfocenter.com that deals with this kind of situation. You can offer to pay the money, but in return the CA and/or Utility Co. must remove the entry from your credit report. I would print out a copy of this letter and forward one to the CA and cc: the Utility Co. Attn: Collections. Send RRRR. If they refuse or you get no response. Go back to creditinfocenter.com and get the letter to use with CRA regarding unvalidated debts. Send a copy of that letter to the CRAs w/ copy of the letter to CA and a copy of the green card. Ask them to remove the entry. You should get some response after that.
