Do I have a right

I had been working with a collection agency paying off
my student loan when they offered me a lump sum settlement
on my account. I paid it off and considered the matter
completed as they led me to believe. I have since then
moved and was surprised to find that now years later
the university does not consider the matter settled
(the account is settled but not closed they say) They
have been seeking the remaining balance and have filed
a judgement against me freezing all my bank accounts.
I never received any notification of this and would
have been happy to pay the bill before it reached this
point. The firm will not allow me to access the money
to pay them much less to feed my family and the collection
agency refuses to send me any further verification that
the account was settled.

My questions are
1. Is it possible for an accoujt nto be settled with a
collection agency and not considered closed (paid)?

2. Does the collection agency have the right to refuse
to send me information about my account?
