It doesnt matter which State it is under, unless your agreement calls for legal disposition of the unpaid balance, i.e. a 1099C showing it as taxable income to you, they can sell the balance of the debt to anyone they wish. What they CANNOT do -in ANY State, is to contiue to try to collect on the balance THEMSELVES.
