I don't really know how to advice on this amount of debt. However, I do know that collection agencies WILL resell debts UNLESS you state in a settlement agreement you draw up that you DO NOT want the debt resold. Upon them cashing the check then the deal is sealed and they're legally bound by it.

With bk if you could set up some sort of payment arrangements (wink) with your relatives for living, then this may help out with filing a chapter 7. Rent, food, electricity, so on that you're helping out with. I've heard of people doing this..but someone else reading this can tell you if it's a bad idea in the long run.
