some general questions about bad credit

I just have a couple generic questions regarding my quest to eliminate my debt. Can a Credit Counseling Bureau work with Charge offs? How can you tell if the account was purchased by the collection agency? And why can employers request a copy of your credit report? It's not like you pay them anything, they pay you.
