More than likely it's because that debt is so old that Citibank doesn't have a record of the debt and it was probably sold and resold until NCO got stupid and brave enough to think you'd pay it out.

They definitely won't be able to validate anything if Citibank doesn't have it. The validation info has to be sent from the OC to the collection agency.
