Credit bureaus make their money by having their subscribers pay for their services. A collection agency can buy services ranging from notification to them of any change or inquiry on any account that they have had any past or present collection on, to buying lists of everyone who applies for any credit at all within whatever boundries they choose, for instance " all Ohio residents between 30 and 40 with any derogatory information at all on their accounts who have a bank mortgage inquiry"
