Credit card transaction fee charged to consumer?

I read a short article in Woman's World magazine that is illegal for a merchant to charge the customer the transaction fee on a purchase. Is this true? I purchased a used vehicle and charged the full amount on a 0% credit card, but he insisted he must pass the 3% transaction fee on to me. Can I fight this after I have already paid it 3 months ago? I have a receipt showing this 3% charge above the selling price of the vehicle. Thanks... Shelly
