If 3rd part, then unfortunately, they are within the law (to a degree) if they contact other people, including neighbors, to get location information on you. However, if they HAVE your information, as they clearly do, then they should stop calling your neighbors, that's ridiculous.

If its an OC, then there's almost NO restrictions on that brand of a$$ collector and there's not much you can do about it. You might want to tell the neighbors he's called and ask if they would just tell the guy that they will file a harrassment complaint with the phone company and local authorities if the jerk doesn't stop calling them !
