I would get in touch with your state's DMV and see if they have a record of the citation. Your driver's license may have been suspended for nonpayment. If so, pay it off and clear your record. But don't give anything to a CA. Never.

Once you have cleared the matter with DMV, send the CA a cease and desist. That should do the trick.
