CRA's "sharing" information?

I've read some posts that seem to suggest that the CRA's "pick-up" information on accounts from each other. Is this true?

If an OC or CA is a subscriber only to Equifax, can that information be "passed-on" and reported on TU and Experian?

If yes, I thought the information provided to a CRA needs to be "certified" by the furnisher each time it's reported.
