Read the fine print in the TOS agreement when you opened the account. No one gives you 0% forever. I'd imagine that was the "go to rate". I'm not sure I understand why you think closing an account with a balance would keep you from paying whatever interest rate was in the agreement.
I'd suggest you pay that thing off as soon as possible.
As to if it is legal for credit card services to service the account. Sure it is. Again, read your agreement. There will be language to the affect that they may assigh the account.
