individual refusing to pay the loan

This person borrowed $50,000 from me at different intervals and had promised to pay me within a couple weeks. Needless to say, he did not. i have paperwork to prove the monies i gave him but no document signed by him. He did make a couple payments towards this debt and some checks that bounced. He has done this to others since and continues to dupe others. My questions are:
1. How much of his salary can I go after?
2. How much time do I have in the state of MI and CA?
3. Can I haul him in on fraud?
4. Can I get court costs, emotional distress, interest etc.
5. What are the other assets I can go after? Thank you for any info.
