When you notified them that your husband had passed away, they wrote off the balance due and issued the 1099 once they determined that his estate was insolvent and no one else would pay.

This is actually the CORRECT thing for them to do,assuming they get the ss # corrected.It pretty much insures the debt balance will not be bouncing around to some bottom feeder CA's trying to get YOU to pay.
