Why didn't you report this identity theft in 1999 when you found out about it ?? I need to check on the SOL on this, there is a 2 year SOL for this sort of thing but I'm not sure if it starts when it goes on or when you discover it.

Anyway, while validation might work, you also need to simultaneously dispute this fraudulent account with the credit bureaus. Dispute it as 'not mine', and that you may be the victim of identity theft. Make the dispute VERY specific, or they will merely verify using your name, address and ssn. Make sure delineate everything about the account, that will hopefully force them to do the full investigation they are required to do.
