These Opa Locka Goat-Suckers are just pulling a scam. You respond by giving them the real thing, right in their big, fat, snouts.
Write them up to the FTC, Better Business Bureau and your State Attorney General. As they are totally dependent upon the US Postal Service, you might wish to straightaway contact the Postal Inspectors. It probably is a violation of several statutes to bill you for merchandise unordered, much less try to mislead you as to your obligation.
Why not start the summer off right, a bit of fun by way of making the lives of these greed-hogs interesting. Your actions will indicate to even the stupidest among them that you are more trouble than that for which they can bill you.
They may go away, and if they do make sure they leave your credit reports alone. If they don't, dispute them and go after the bums.
Predatory capitalists need to understand that they too can become someone's snack. Yours.
