From my understanding, it is the bank that looks at the credit report. They just have to follow the FHA guidelines in order for your loan to be insured by FHA. As far as I know, FHA did not even look at my application, it was the bank that made the decision.

I recommend you contacting a bank and have them prequalify you for a loan. Just to see what they will require for you to obtain a loan through them.
