Where to file small claims suit against CA?

Prepared to file in small claims against CA who has violated c&d sent on a non-validated, time-barred debt. I have certified mail receipt and I have recording of phone call recieved 8 days after receipt of c&d (they've called 4 times but I had trouble recording first 3 calls) I am in PA-they are in NJ. Where do I have to file this suit?
