If you owe the $$ -the HIPAA letter will not work for you. If the service was done "pre-HIPAA"- there is a permissible use of any and all of your medical information for collection and reporting purposes. It is ONLY if the bill is PAID, (or not yours) that you can use the HIPAA act to remove the report.
