There is no such thing as "permissable" forgery.

If you do not have a legal right to sign, it is just plain forgery.

Even a legal right to sign for someone does not actually mean "signing" their name, you would sign as "Jane Doe, with power of attorney,or legal guardian for John Doe".

Especially on any legal documents,and even more so for any Government documents, as then you have additional SERIOUS legal infractions that carry much more severe penalties than just a forgery charge.

I suggest you get yourself a GOOD lawyer.You are looking at possible Federal prison time.
