Is CA assignee or owner of account?

I just realized something last night. I noticed on the paperwork I was served by the sheriff's department that the CA/plaintiff shows himself as "Assignee for XXX Bank". During the only conversation that I have had with CA, supposedly the guy a talked to was the owner of the CA and said he bought my account for X cents on the dollar. Forgive me but isn't there a difference here between assignee and owner of an account?
