Please Explain State Licensing/Bonding Requirements

I'm confused. So if a state has licensing/bonding requirements for a collection agency, does this mean that the CA cannot collect without fulfilling these requirements? Colorado (my state) has both, with the exception that out-of-state CAs may only use interstate means (phones, fax, mail) and only if licensed/bonded in their state. If their state has none of these requirements, then what? Also, does this preclude nonlicensed/bonded CAs from using local legal assistance/means? And, does this apply to bad debt buyers. Thanks for the information.
