Yes it states that when you bid it is binding,if you dont want it or can not afford it do'nt bid.
However, I have seen e-bay go after the sellers for not holding up their end of the deal. I know of one person here in N.C. that was charged for fraud and arrested. If he can work out a deal with the seller he would be better off but they will not let him bid on anything else.
