Credit and drivers license?

A friend of mine got a judgement against him by a insurance company in NV (not past the sol happened this summer) he lives in Az. The DMV in NV is not releasing his drivers license until he pays his judgement of 15k. Can they do that? He was in an accident (his fault) and he had no insurance. So the other parties ins. co. sued and got a judgement. Can he go BK and have that judgement taken care of that way? He needs a DL but he doesn't make enough money to pay this off. It would take him years. Any help would be greatly appreciated. Wonderful site.
