Bounced checks are checks that bounced due to Non Sufficient Funds (NSF). If you didn't have the money in the account at the time they went through, they are returned for NSF. They can put the check through a second time and it will either clear or be returned (bounced) again for NSF. If you bounce a check, it's considered Account Abuse. Basically, the bank or CU sees it as abusing a priviledge to have an account with them.
I was also reported for account abuse by my bank and it took 2 years to open an account. There is a rumor that some banks don't verify against ChexSystems when opening an account, but I tried dozens and they all verified. I finally had to go to my employer's bank and Plead with them. They finally opened a "limited" account for me. I honestly don't think you have an argument, even though bad things happen to good people. Good Luck.
