Any experience dealing with these folks? Are they quick to sue?

I've heard they're quite nasty. I had a debt with American Express Sign & Travel for 11,000 that they just took over and I got the 30-day dispute letter from them. Just wondering what the correct handling for these folks is? I don't have money to settle the balance right now, although I could make reasonable payments, like $250/month (I'm working now). I've heard CA's won't work with payment plans that'll take over three years to complete. I live in CA, and the last payment on the account was in Feb '03. OC is AMEX. It charged off in Oct '03. I signed the credit card agreement in California.
