Opting out prevents most 3rd party sales/marketing folks from viewing your credit reports via soft inquiries. This may prevent you from receiving pre-approved card offers, etc. Some of the EVIL debt collectors may often pull soft inquiries in order to monitor your reports. If they see that you are in the process of securing a mortgage, or paying off other accounts, etc. they will certainly come after you. They know that they'd have you against the wall then.

Opting out does NOT prevent CAs from pulling hard inquiries in order to collect a debt. It's just a small degree of extra privacy.
