Received Ca letter, they placed before 30 day valida-period

I received a letter from a Ca. They stated if I didn't pay before the time they gave me they would place it on my CR report. They put it on before their time-line. I also sent them a validation dispute 24 days after their dated letter. Registered of course. It's on my report. Has a violation been committed?
