In Forma Pauperis Civil Cases

I tried to file a notice of appeal in the court that entered the ASSet judgment against me. The circuit clerks told me that I could not file as an indigent person in a civil case that in forma pauperis was only for criminal cases. I researched the KY state statutes and Rules of Civil Procedure and it clearly states that a poor person has the right to file an appeal in a civil action. I tried repeatedly to file that notice over several days and was given the same story. I even took a printout of the statute and one clerk said the "judge would not approve a motion to proceed in forma pauperis in a civil case." My 30 days to appeal have expired and I feel that the court clerks interfered with my filing a timely appeal. Would I have any recourse here?
