One other thing.

Authorized users are not liable for the charges. Cosigners are. However in some cases, credit card companies are now inserting a clause in the contract that does hold authorized users liable for the bills that they run up or use. So if your brother had a contract with this clause in it, and your mother used the card, she may be liable.

The best thing is to write a letter, certified mail, return reciept required, to the Original creditor asking for a copy of the signed application and all pertinent terms and conditions of the contract. Do not have her sign it with her normal hand but her off hand because some creditors suspecting a skip may in fact try to copy and paste a signature to a signed application. Some have been known to do that.

If you have a copy of the signed application you will be able to see for yourself if she was a cosigner or just an authorized user.
