How do they know how to find the account to freez it or garnish it

if you change banks? For example. THE CA knows you used to bank with ACME. Lets say you open a new account with DOG BANK and don't ever pay them from that account.. Maybe the credit report would show it?
If you have a new account- how do they find it???
