New CA: Respond or Ignore? and Mystery Contract Law?

I just recieved a Collection Letter from a new CA here in Illinois (where I am) regarding a Citibank Account. Here are the details:

-Last payment on t he account was around Nov 2002, so it's well within SOL

-Balance is around $12K

-I am in Illinois

-Last summer I disputed the validity of this accont with citibank, citing some banking and contract laws I had heard references to regarding the legality of the account and the way it was created including non-disclosure of important elements of the contract (non-disclosure results in voiding the contract), but hadn't seen in writing. Citibank never responded to my dispute. One of these "contract laws" says that after 90 days, if they don't respond to the dispute, or contradict the dispute, they have to remove the disputed amount fromt he account.

So, my questions are thiese:

1. Should I tell this to the CA, ask for Validation, or just ignore them, and see where they take it from here?

2. Has ANYONE heard of these kinds of contract laws, or know where I can even look for them? If I can find these laws in writing, then I DEFINITELY have a very strong case.

any opinions or help would be greatly appreciated. Thanks!
