My "HIPAA" letter has the links to the supportive material. It is NOT designed for "debt collection" just the opposite.

If a medical debt is OWED, the letter allows the debtor to pay the original health care provider DIRECTLY and force a deletion from any credit reports of the collection agency account.

If the account HAD already been paid, or was NOT OWED for some other reason, i.e. incorrect billing procedures, not a legitimately owed billed etc. the letter provides a way to obtain a deletion from the credit report of an account that is NOT OWED.

The HIPAA rules allow for COLLECTION activities ( and reporting) of an OWED debt, but no permitted publishing or communication of an account that has been PAID or was NOT owed.
