But who is going to trust the CA to keep up THEIR end of the bargain? I've heard horror stories of how the CA will deliberately post a payment late, declare you in default, then garnish your wages anyway. Why trust them when you don't have to?

Let the government pay the CA. I'd rather pay the Dept. of Ed.. So far, so good. I even refinanced my consolidated loan just a few months ago for another 1% reduction in interest. Considering that my original interest rate was in the teens and is now less than 5%, the default actually was in my favor thanks to the new interest rates. Wouldn't recommend that route, though. :-)
