Rec a bill 1 year later

Last year my truck was not running very well. One day in July 2003 it stopped running completely. I found that out early one morning when I went to move it for street cleaning. I had to catch a flight that was taking off in the next 3 hours, so I figured I would leave it there, get parking ticket that morning, and ask a friend if he could look at it and see what's wrong. I was going to be out of town for 2 weeks. My friends weren't able to look at it; which I could understand. When I got back, I had 3 parking tickets including the first one. I didn't drive my truck at all since I moved to San Francisco from Los Angeles. I porbably drove about 30 within 8 months after moving here. I really wanted to get rid of my truck because of all the repairs, so I called the Dept of Parking & Towing (people who issue the tickets) and asked if they would be able to tow my truck and if I could get rid of it and sign it over to them. I first paid all my parking tickets with no problem. Next, I went down to The City Tow to sign over my truck. I asked the lady in the window what I needed to do and she said nothing and told me it's all done. I then asked about a confirmation sheet and asked if signing over my truck would relieve me from towing charge and storage costs, and she replied yes. She then told me I will be receiving the slip in the mail within the next few weeks.

As time went by, I really didn't think about it. But, now 11 months later I receive a bill from a Collection Agency (Rickenbacker Collections) regarding The City Tow. I can not believe this! I have resided at my same address, have the same phone # with an answering machine/caller ID, and yet The City Tow has never once sent me any bill, any phone call nor letter regarding this past due bill for a whopping $1010! Now my good credit is at risk of being ruined because of them. I don't understand how a company can relieve itself from all responsibilities (ex. never communicating in any form or way with the customer) and ruin a persons credit! My God, if they would have sent me an invoice/bill, I would have paid..then dispute it! The original creditor (The City Tow) didn't even do that.

If I would have known ahead of time that voluntarily signing over my truck would cost me nothing up front, but a whopping $1010 and a damaged credit report when I don't expect it, I can assure you I would not have signed over my truck and just stored it in my garage unitl I had the time to deal with it. What could I do about this situation. I hear The City Tow has been chased out of the city and sued by the Ca Attorney General, City of San Francisco, etc. Any advise would help..Thanks
