This is a 1year old account in NC. CA that has never contacted us previously sent intent to arbitrate. Should we send the refusal to arbitrate or ignore? Do we have to send the refusal to both them and the NAF? We had negotiated payments with this credit card company, then tried several times to pay them per our negotiation, and they refused to accept the money, since we have not made any payments.
