Have you tried calling the hospital to see if they have any programs that can help people out with low income. Some hospitals do that. Also can she try to be put on some type of payment plan with the hospital. I know that it can be difficult (went thru it myself), but if you sound like you know what you are doing, sometimes they will work with you. I was able to get 50% off hosp. bill, then make monthly payment to them. It has worked well for me.
