Regarding the SOL, it makes no difference.

If it is assigned, it's like the OC hired the CA to collect. If the CA does collect, the OC gets paid and the CA gets a percentage.
If the CA buys an account, the OC gets the tax write off and can never get the account back again. If the CA collects the OC does not get the money, it's all profit for the CA.
