Charge Off from local Cable company

I have a old $600 debt which is owed to my local cable company. I've since been contacted by a collections agency so I assume the account has been sold. After looking at my recent credit report I noticed that the debt is now a charge off (dated 3/2000) from the cable company. When I contacted the cable company last week they still have the account open and waiting for payment , however no correspondence has been sent out in over a year. Which company should I send the negotiation letter to and to whom in that company?
