Calling neighbors to leave a mesage,HELP!!!

Yesterday a neighbor of our stopped past our house to hand my wife a message that a young lady named Amy wanted to give her a call at this toll free number that she had left.She told our neighbor that the purpose of her calling her was to discuss with her a business file,and that the number she had for us at our address was disconnected.My wife immediately called this number and discovered that this was a collection agency,they then refused to discuss her account with her because my wife,who was very angry at this time,refused to give them her ssn#, which they said they needed to verify this was her.
My question is,can this be done?I have reviewed the FDCPA,and I believe that this can be seen as a vioation.I called the agency myself and I was told by them that they have the right to call a neighbor,and/or relative if they don't have a correct number.I live Virginia,I know sometimes states will make certain allowances for federal regs.The neighbor she called we don't even associate with so the collector had to get her number from a criss-cross directory of some sort.
Is there any action we can take,any help or advice would be greatly appreciated.If this is a violation who do you report it to? By the way my wife had dealings with this collection company several months ago she proposed to them to alow her to make installment payments on the debt,they instructed her to go apply for a loan,so they would have proof of rejection,and then they could do installments.She did this and they denied her request and opted to get a garnishment.Thank for allowing me tha opportunity to seek assistance in this matter.
