No it's not. They are "re-aging" the account. First I would just dispute them as "out of date" with the credit bureaus and see what comes off. Then, for whatever is left, you should write the collection agency a letter, send it certified, return receipt requested (proof they got it) asking them what debt this is, and for proof that you actually owe the money. This should give you the information you need to re-dispute with the credit bureaus. If they don't answer your letter, send them another one telling them to remove the item from your credit report. Then dispute it again. It's a long process, but you can get them off.
