CA validation letter returned to sender

I had sent NCO Group a validation letter for a debt about 2 weeks ago and today, I received that letter back marked "return to sender". They didn't open it but I sent it certified with RR. This was a validation letter so I am wondering what my next step can or should be. I'm tempted to file a complaint with the FTC as NCO Group is seemingly unwilling to even work with me to resolve this matter.
